Africa4Climate for low carbon and climate resilient development strategies

Africa4Climate is a regional programme across the Africa region advocating for a better inclusion of climate change in national and local policies. This initiative of French cooperation and expertise aims at supporting efforts to fight against climate change.

Africa4Climate is a unique initiative funded by the French Global Environment Facility (FFEM) and the French Development Agency (AFD) and implemented by France Expertise. It aims to provide regional (support for the development and implementation of low carbon and climate resilient development strategies.

Most of the greenhouse gas (GhG) emissions around the world are due to energy consumption. This is a huge stake for developing countries with high growth and demographic rates like Uganda. The objective is to reduce the energy intensity of the local development.

Strengthening the voice of Africa in the global strategy against climate change, with four pilot countries

This is one of the paradoxes of the on-going global warming: while Sub-Saharan Africa has contributed the least to global emissions, it copes with serious consequences. Within this framework, the French cooperation has developed a capacity building programme initially focused on four African pilot countries, namely Gabon, Kenya, Uganda and Benin. For these countries, a strategy of sustainable development is part of their willingness to continuously improve local economic competitiveness (less dependence on fossil fuels, developing green job sectors, economic resilience to climate change).

Uganda has already provided a good example in Kampala, a rapidly growing city with an increasing demographic growth, leading to many challenges to sustain its development.

Africa4Climate provides to the Kampala Capital City Authority (KCCA) a technical assistant to strengthen its low carbon development and climate change resilient strategy and its energy efficiency strategy. KCCA has already started to implement pilot EE measures in restricted areas of the City Hall and is currently working on larger ambitious actions based on demand and flow assessments to choose the more adequate and relevant options

“In Kampala, the population is associated with all projects, and we try being an example for other cities and other countries. Many countries take us as an example Rwanda, Burundi, Malawi, Kenya. We share with them our experience and our progress.” said Jennifer Semakula Musisi, Executive Director of KCCA .
